Adds new duty to State Controller to store, maintain, and publish a current list of all agreements entered into by state officers and agencies.

Requires all state officers and departments, divisions, bureaus, and agencies to report any agreement entered into (including memoranda of agreement or understanding) to the State Controller within ten (10) days of execution.

Reporting agencies must provide a contact person and digital copy of each agreement with their report to the State Controller.

Agreements that are sealed or exempt from public disclosure under the Public Records Act must still be reported but may not be publicly disclosed by the State Controller.

Act takes effect on the earlier of: (1) the date the State Controller's Office certifies it can fulfill the requirements, or (2) January 1, 2024.
