Establishes criminal abortion as a felony punishable by 2 to 5 years imprisonment, effective 30 days after U.S. Supreme Court restores state abortion authority or constitutional amendment is adopted.

Creates affirmative defenses allowing abortion only to prevent pregnant woman's death or in cases of reported rape or incest, with specific physician and reporting requirements.

Adds human trafficking provision making it a crime to recruit, harbor, or transport a pregnant minor to procure an abortion, punishable by 2 to 5 years imprisonment.

Establishes private civil cause of action allowing pregnant woman, father, grandparent, sibling, aunt, or uncle to sue for damages of at least $20,000 plus costs and attorney's fees; action must be filed within 4 years.

Prohibits state enforcement and restricts defenses in civil actions, including denying immunity to out-of-state abortion providers and preventing parental consent as a defense to trafficking charges.
