Expands the definition of human trafficking and commercial sexual activity throughout Idaho Code to include comprehensive descriptions of sex trafficking, labor trafficking, and various forms of coercion and exploitation.

Increases criminal penalties for trafficking-related offenses to 2-20 years imprisonment and/or $1,000-$50,000 fines, with potential life sentences for inducing or utilizing persons under 18 years of age for sex trafficking.

Establishes new victim protection provisions requiring the attorney general and department of health and welfare to issue reports by January 1, 2024 on how existing victim and witness laws address human trafficking victim needs.

Creates safe harbor protections for minor human trafficking victims, allowing prosecutors to divert criminal charges if the offense was a direct result of being trafficked, with placement in state-licensed residential facilities providing comprehensive rehabilitation services.

Adds sex trafficking offenses (sections 18-5609 and 18-5610) to disqualifying crimes for teacher certificates and daycare facility licenses under sections 33-1208 and 39-1113.
