• Clarifies that the director may consult with local governmental subdivisions, irrigation districts, drainage districts, canal companies, and individual water users when examining petitions for proposed flood control districts.

• Revises commissioner appointment procedures to allow the board to appoint or reappoint commissioners annually and notify the director, with the director making appointments if the board fails to do so.

• Permits boards to appoint commissioners at-large from qualified electors of the district if unable to find a resident of the required division.

• Establishes that commissioners must qualify by oath and bond (minimum $5,000) filed with either the district court clerk or board secretary.

• Effective date: July 1, 2023, declared an emergency measure.
