Amends Idaho Code Section 39-3316 to establish in-person visitation rights for residential care and assisted living facility residents.

Permits immediate in-person access to residents by family members, other relatives, and visitors with resident consent, subject to resident's right to deny or withdraw consent at any time.

Allows facilities to implement health screenings, infection control procedures, and personal protective equipment requirements for visitors consistent with staff proximity standards.

Permits facilities to restrict visitors who fail health screenings or test positive for infectious diseases, and to limit room occupancy based on occupancy laws and normal visitation policies.

Makes technical corrections to resident rights provisions and declares emergency effective date of July 1, 2023.
