Removes the temporary provision (effective through May 31, 2019) that transferred 50% of general fund excess balances to the strategic initiatives program fund.

Establishes a new strategic initiatives grant program separate from the existing strategic initiatives program, designed to assist local units of government in mitigating impacts of state highway projects on local roads or for economically significant local transportation projects.

Creates a dedicated strategic initiatives grant program fund in the state treasury for appropriated moneys, with 50% of funds awarded to large urban areas with populations over 50,000 and 50% awarded to rural or small urban areas with populations under 50,000.

Allocates the first $36,000,000 appropriated to the strategic initiatives grant program for fiscal year 2024 to mitigate impacts of adding new state highway connections to interstate highways on local roads.

Effective date is July 1, 2023, with an emergency declaration.
