Amends Idaho Code Section 36-413 to add trapping license certificates to the lifetime license certificate system administered by the fish and game commission.

Establishes lifetime trapping license certificate fees at 25 times the annual trapping license fee for ages 1 day through 1 year, 35 times the fee for ages 2-50 years, and 20 times the fee for ages 51 and older.

Corrects code references throughout Section 36-413 from Section 36-406 to Section 36-416(a), Idaho Code, for hunting, fishing, and combined license fees.

Directs that all moneys from lifetime license certificate sales be transmitted to the state treasurer and deposited in the fish and game trust account fund for wildlife protection purposes only.

Becomes effective July 1, 2023, under declared emergency provisions.
