Establishes the Substance Abuse Primary Prevention Fund in the state treasury to receive moneys from the liquor division and beer and wine tax revenues for substance abuse prevention services at state and local levels.

Allocates $1,500,000 annually to the new Substance Abuse Primary Prevention Fund from liquor account revenues, beginning in fiscal year 2010.

Specifies that fund moneys may be expended for prevention services including training of prevention professionals, education, information dissemination, community-based processes, problem identification and referral services, alternative activities, and environmental strategies to prevent substance use by juveniles.

Authorizes the state treasurer to invest idle moneys in the fund with interest earnings returned to the fund.

Takes effect on July 1, 2023, with an emergency declaration.
