Prohibits the state and political subdivisions from requiring coronavirus vaccination, vaccine passports, or proof of immunization/negative test results for applying for state services, entering government venues open to the public, or state employment.

Prohibits discrimination against state employees based on coronavirus immunization status in decisions regarding promotion, compensation, or job duties.

Allows the state to require coronavirus vaccination for employees whose job duties include travel to locations requiring vaccination or entry into private facilities requiring vaccination, provided the requirement is specified in the job description at time of hiring.

Prohibits requiring any vaccination or proof of vaccination if the vaccine is offered under federal Food and Drug Administration emergency use authorization for the activities listed in the bill.

Exempts requirements imposed by the federal government, schools, day care facilities, and health care facilities from the bill's provisions.
