Revises definition of "emergency" to specify it means any sudden or unforeseen condition compelling immediate action to prevent or resolve a clear and present danger to life, health, or property; an unplanned customer service outage; or blockage of roads or transportation facilities.

Adds new definition of "emergency excavation" and "notice of emergency excavation" requiring excavators to call a one-number notification service not less than two (2) hours prior to commencing emergency excavation with description of emergency, location, contact information, and expected time/date.

Extends validity period of facility markings from three (3) weeks to four (4) consecutive weeks following notification, provided site conditions have not substantially changed.

Establishes that emergency excavations are exempt from advance notice requirements when delay would cause imminent risk to life, health, or property; however, excavators must still provide emergency excavation notice in all other emergency situations.

Effective date is July 1, 2023, with emergency declaration allowing immediate implementation.
