Establishes new Section 72-1383 to enhance program integrity for Idaho's unemployment insurance program by requiring the department to perform routine cross-matches, review suspicious claims, implement identity protection, recover overpayments, and report results to the legislature.

Requires the department to cross-check unemployment insurance rolls weekly against the national directory of new hires and state directory of new hires, and weekly against the department of correction's list of incarcerated individuals.

Mandates the department cross-check unemployment insurance rolls against the most recent state death records list available.

Requires identity verification through methods including verifying applicant identity prior to awarding benefits, implementing multifactor authentication for online applications, or requiring in-person identification at a state office.

Requires full eligibility review of suspicious claims including multiple or duplicative claims from suspicious or foreign internet protocol addresses, and claims associated with the same mailing address or bank account.

Effective July 1, 2023, declared as emergency legislation.
