Department must present a plan to the Senate and House health and welfare committees by January 31, 2024, for delivering Medicaid services through prepaid health plans, defined as entities operating capitated contracts.

The plan shall identify which Medicaid services may be provided through prepaid health plans, necessary federal authorities and waivers, and a timeline for obtaining approvals.

Plan must address the proposed number of prepaid health plans and service areas, state oversight mechanisms, and a transition timeline including competitive solicitation processes.

Department shall consider other states' transitions to Medicaid managed care when developing the plan.

Department is not precluded from making initial efforts toward prepaid health plan transition, including preparations for competitive solicitation processes.
