Prohibits county elections offices from using ranked choice voting or instant runoff voting for any local government, statewide, or federal elections in Idaho.

Defines "local government" to include municipalities, counties, school districts, special taxing districts, and other regional or local government units with elected officials.

Defines ranked choice voting and instant runoff voting as methods where voters rank candidates by preference, votes are transferred in rounds based on rankings, and tabulation ends when a candidate achieves a majority or required number of positions are filled.

Voids any local government ordinance that conflicts with this prohibition.

Becomes effective July 1, 2023, with an emergency declaration.
