Adds new subsection (18) to Idaho Code 33-512 requiring school boards to adopt policies and procedures for approving school clubs and organizations, notifying parents, and obtaining parental permission before students participate.

Prohibits school boards from denying religious, political, or ideological student clubs official recognition or benefits based on the club's expression, beliefs, standards of conduct, or mission.

Requires annual notification to parents of all school clubs and organizations, including the club's name, mission or purpose, faculty adviser, and planned activities.

Mandates that parents or legal guardians must complete and sign a permission form before a student can join or participate in any school club or organization.

Effective date is July 1, 2023, with the bill declaring an emergency to allow immediate implementation.
