Department must present a plan to the Senate and House Health and Welfare Committees by January 31, 2024, for delivering Medicaid services through managed care organizations.

The plan must identify Medicaid services eligible for managed care delivery, required federal authorities and waivers, proposed state oversight mechanisms, and a transition timeline including competitive solicitation process.

Department shall consider other states' transitions to managed care when developing the plan.

Plan development does not prohibit the department from making initial transition efforts, including preparations for competitive solicitation to select managed care organizations.

Act becomes effective July 1, 2023, and is declared an emergency measure.
