• Changes Idaho State Board of Education from an appointed system to an elected system, with seven members elected by zone corresponding to legislative districts 1-35.

• Candidates for the State Board of Education must be qualified electors in their legislative district for at least one year prior to election, be at least 25 years old, hold a bachelor's degree, and have resided in the state for two years.

• Establishes biennial elections in even-numbered years with staggered terms: at first election, three members serve two-year terms and four members serve four-year terms; thereafter all members serve four-year terms.

• Sets annual compensation for State Board of Education members at $12,000 plus reimbursement for travel expenses not to exceed $150 per day.

• Includes state board of education candidates under campaign contribution limits, allowing up to $5,000 per contributor for both primary and general elections.

• Effective date: July 1, 2023.
