Registered electors in Idaho may vote by absentee ballot if they cannot appear at their polling place due to armed forces service, illness, disability, hospitalization, work or university attendance, religious mission travel, or occupying a second home outside their home county.

Prohibits any person from misrepresenting absentee voting eligibility requirements to electors, and prohibits electors from misrepresenting their qualifying circumstances to election officials.

Absentee ballot applications may only be sent to electors upon their direct request and cannot be prefilled; electors must complete all required information themselves.

Applications must be signed personally by the applicant and received by the county clerk no later than 5:00 p.m. on the eleventh day before the election for mail-in ballots, or 5:00 p.m. on the Friday before the election for in-person absentee voting.

Declares an emergency, making the act effective immediately upon passage and approval.
