Authorizes the Idaho Department of Health and Welfare to issue basic daycare licenses and establish licensing procedures for daycare facilities.

Clarifies that daycare licensing requirements do not apply to occasional care by neighbors, relatives, or friends not ordinarily in the daycare business.

Exempts private schools, religious schools for children over four years of age, and religious kindergartens from daycare licensing requirements.

Exempts day camps, programs, and religious schools operating less than twelve weeks per calendar year or no more than once per week, and after-school programs for children over four years of age or in kindergarten.

Effective July 1, 2023, with an emergency declaration.
