Allows any community college district resident to notify the state board of education, attorney general, or prosecuting attorney if a trustee does not reside within the district, triggering an investigation into the trustee's residency.

Requires the community college board of trustees to replace a nonresident trustee within 30 days of investigation results, or the state board of education shall appoint a replacement meeting trustee qualifications.

Authorizes the state board of education to assume emergency authority of a community college if accreditation suspension or revocation is threatened, or if the college faces severe financial crisis endangering accreditation or continued operation.

Requires the state board of education to relinquish emergency authority within two years after accreditation is restored or the college achieves two years in good standing with the accrediting organization.

Transfers control of real property and assets to the state board of education when a community college ceases operation, to be held in trust for resumption of operations or succession by another public institution.
