Repeals the existing Section 18-2318 relating to electioneering at polls and replaces it with new polling place prohibition requirements.

Prohibits all persons from engaging in electioneering messaging on election days and early voting days within polling places, adjacent buildings, parking lots, access routes, and within 300 feet of these locations.

Defines "electioneering messages" as communications designed to influence votes, including oral, written, electronic forms, campaign posters, signs, voter guides, banners, flags, and personal apparel.

Requires election officials to post Secretary of State-provided signs delineating the 300-foot prohibited zone and prohibits obstructing polling place doors or interfering with voter access or polling place operations.

Establishes penalties of $100-$500 fine for first violation as an infraction, and up to $1,000 fine and/or three months county jail for subsequent violations as a misdemeanor.

Takes effect July 1, 2023.
