Creates new felony offense of "trafficking in fentanyl" for knowingly manufacturing, delivering, bringing into Idaho, or possessing 7 grams or more of fentanyl, alfentanil, carfentanil, sufentanil, fentanyl-related substances, or any mixture containing these substances.

Establishes mandatory minimum sentences for fentanyl trafficking based on quantity: 3 years for 7-14 grams (or 100-250 pills), 5 years for 14-28 grams (or 250-500 pills), and 10 years for 28 grams or more (or 500+ pills), with corresponding fines of $10,000-$25,000.

Provides that second convictions for any trafficking offense result in a mandatory minimum sentence that is twice the otherwise required term.

Maintains that persons with prior trafficking convictions cannot have adjudication suspended, deferred, or withheld, are ineligible for parole before serving mandatory minimum terms, and the court cannot retain jurisdiction.

Declares the act an emergency measure effective upon passage and approval.
