Amends Idaho Code Section 18-2307 to clarify that it is unlawful for any alien to vote in elections held in Idaho for the purpose of electing or nominating candidates to elective office.

Maintains that any person not entitled to vote who fraudulently attempts to vote, or who attempts to vote more than once at any election, is guilty of a misdemeanor.

Establishes an affirmative defense allowing aliens to avoid prosecution if they reasonably believed at the time of voting that they were a U.S. citizen.

Declares an emergency and makes the act effective July 1, 2023.
