Creates Chapter 38, Title 26, Idaho Code, establishing the "Second Amendment Financial Privacy Act" to prohibit tracking of firearm and ammunition purchases through payment card systems.

Prohibits state, local governmental entities, and any public or private person from knowingly keeping lists, records, or registries of privately owned firearms or their owners.

Prohibits financial institutions from requiring firearms retailers in Idaho to use a separate merchant category code (firearms code) that identifies firearm or ammunition purchases differently from general merchandise or sporting goods retailers.

Authorizes the attorney general to investigate violations and provide 30-day written notice to cease using firearms codes, with authority to grant up to 120 additional days for compliance and pursue injunctions for non-compliance.

Becomes effective July 1, 2023, and declares an emergency to make the act immediately enforceable upon enactment.
