Appropriates $10,722,500 to the Department of Finance for fiscal year 2024 (July 1, 2023 through June 30, 2024) from the State Regulatory Fund ($10,622,500), Mortgage Recovery Fund ($50,000), and Securities Investor Training Fund ($50,000)

Authorizes the Department of Finance a maximum of 72.00 full-time equivalent positions during fiscal year 2024, with the Joint Finance-Appropriations Committee to be notified of any increased positions

Grants continuous appropriation authority to reimburse persons awarded actual damages by Idaho courts for violations of the Idaho Residential Mortgage Practices Act by licensed mortgage brokers, lenders, or loan originators

Requires all funds to be used only for their designated purposes and to be subject to accountability reports and management reviews under Idaho Code Section 67-702

Declares an emergency and makes the act effective July 1, 2023
