Authorizes governmental entities jointly affected by development to enter into intergovernmental agreements with highway districts, fire districts, ambulance districts, water districts, sewer districts, recreational water and sewer districts, or irrigation districts for developing joint capital improvement plans or collecting and expending development impact fees.

Allows governmental entities to enter agreements with the Idaho Transportation Department for expenditure of development impact fees pursuant to developer's agreements under section 67-8214, Idaho Code.

Prohibits governmental entities from entering intergovernmental agreements for development impact fees with public agencies that lack independent authority to impose development impact fees.

Effective date is July 1, 2023, with an emergency declaration.
