Prohibits election officials from distributing absentee ballot applications or ballots to voters without first receiving a direct request from the voter, except for mail ballot precincts or when authorized by state or federal law.

Prevents county clerks from issuing a replacement absentee primary ballot with a different party affiliation after an initial ballot has been issued, unless the original ballot was issued in error.

Requires validly requested absentee ballots for federal candidates received at least 45 days before an election to be sent no later than 45 days before that election.

Establishes procedures for transmitting absentee ballots to uniformed and overseas citizens under UOCAVA, allowing electors to designate preference for mail or electronic transmission, with mail as the default if no preference is stated.

Becomes effective July 1, 2023, with an emergency declaration.
