Appropriates $20,788,800 to the Industrial Commission for fiscal year 2024 (July 1, 2023 through June 30, 2024) across Compensation ($10,627,700), Rehabilitation ($4,855,200), and Crime Victims Compensation ($5,305,900) programs.

Authorizes the Industrial Commission no more than 130.25 full-time equivalent positions during the fiscal year 2024 period, with Joint Finance-Appropriations Committee notification required for any Governor-authorized increases.

Allocates $201,300 from the Industrial Administration Fund and $28,700 from the Crime Victims Compensation Fund as the fourth of four onetime appropriations for business and technology modernization.

Requires the Industrial Commission to report annually by September 1 on business application upgrades, implementation outcomes, and estimated appropriation needs for continuation of modernization efforts.

Declares an emergency and makes the act effective July 1, 2023.
