Adds thin blue line flags and thin red line flags to the list of flags that homeowner's associations cannot prohibit, joining the U.S. flag, Idaho state flag, POW/MIA flag, and official armed forces flags.

Permits homeowner's associations to adopt reasonable rules governing flag display including flagpole construction materials, compliance with zoning ordinances, maintenance requirements, and size regulations.

Allows at least one flagpole per property not exceeding 20 feet in height in the front yard, or one attached to a residential structure owned by the member, subject to zoning and setback requirements.

Requires homeowner's associations to provide members three (3) days' written notice specifically identifying the rule violation before removing a permitted flag or imposing any fine or penalty.

Becomes effective July 1, 2023, with the emergency clause declared by the legislature.
