HB 268 Summary

• Requires each school district and public charter school to develop annual continuous improvement plans focused on student performance, including data-driven goals for literacy proficiency, college and career readiness, and student achievement metrics.

• Establishes new training requirements for school district board members and charter school board directors, including initial training within 60 days of election or appointment covering board duties, data literacy, goal-setting, superintendent evaluation, media training, and open meetings laws.

• Mandates biennial training for all boards on strategic planning, transparent board meetings, and school finance by December 31, 2023, and biennially thereafter.

• Allocates at least $6,600 per school district and charter school annually for superintendent, board member, and administrator training on continuous improvement processes, strategic planning, finance, ethics, and governance.

• Creates a state commission for education excellence to study continuous improvement plans and student achievement data, meet at least twice annually, and recommend statutory or regulatory changes to enhance student outcomes.

• Establishes a statewide dashboard for viewing progress toward school and statewide literacy proficiency and growth targets for kindergarten through grade 3 students.

• Effective July 1, 2023, with emergency declaration.
