Establishes a landscape control permit process allowing outdoor advertising sign and business identification sign owners to trim or remove vegetation taller than 3 feet within public rights-of-way to maintain sign visibility within a 200-foot target view zone.

Requires each responsible entity (Idaho Transportation Department, highway districts, counties, and cities) to establish a landscape control permit process by December 31, 2023.

Sets permit fees not to exceed $200, plus additional payments of $500 per tree exceeding 4 inches diameter breast height and $200 per tree exceeding 2 inches diameter breast height that will be removed.

Requires responsible entities to issue permits within 30 days of application and prohibits landscape control in public rights-of-way without a permit.

Becomes effective July 1, 2023, declared an emergency measure.
