Appropriates $2,933,900 to Idaho Public Television from the General Fund for fiscal year 2024 (July 1, 2023 through June 30, 2024), allocated as $1,780,300 for personnel costs, $763,300 for operating expenditures, and $390,300 for capital outlay.

Limits Idaho Public Television to a maximum of 14 full-time equivalent positions during fiscal year 2024, unless additional positions are specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Grants continuous appropriation authority for the Miscellaneous Revenue Fund to support content production and related services funded by private donations.

Reappropriates any unexpended and unencumbered balances from the Idaho Millennium Income Fund for fiscal year 2023 to be used for nonrecurring expenditures in fiscal year 2024.

Requires accountability reports and management reviews for all appropriated funds in accordance with Idaho Code Section 67-702 and declares an emergency effective date of July 1, 2023.
