Appropriates $872,600 total to the Endowment Fund Investment Board for fiscal year 2024 (July 1, 2023 through June 30, 2024), consisting of $671,900 for personnel costs, $197,200 for operating expenditures, and $3,500 for capital outlay.

Limits the Endowment Fund Investment Board to no more than 4.00 full-time equivalent positions during fiscal year 2024, unless specifically authorized by the Governor.

Grants continuous appropriation authority for consulting fees, custodial fees, investment manager fees, and other portfolio-related external costs for fiscal year 2024.

Requires the Endowment Fund Investment Board to transfer $100,315,000 from various earnings reserve funds to corresponding income funds, including $61,532,200 from Public School Earnings Reserve Fund and transfers from six other institutional earnings reserve funds.

Declares an emergency and makes the act effective July 1, 2023.
