Expands the restricted electioneering zone from 100 feet of a polling place building to 40 feet outside the property lines of any designated polling place, and extends restrictions to include all days when early voting is taking place, not just election day.

Defines "electioneering" as soliciting, greeting, or approaching a voter with any communication to influence them, including personal apparel, flags, banners, posters, signs, handbills, voter guides, and audio, visual, oral, written, or electronic communications.

Clarifies that campaign communications on private property adjacent to a polling place are not prohibited.

Replaces previous penalty structure with infractions carrying fines of $100 to $300 for first violations, and misdemeanor charges with fines up to $1,000 or up to 3 months jail time for subsequent violations.

Declares an emergency and makes the law effective July 1, 2023.
