Appropriates $58,296,100 to the Department of Juvenile Corrections for fiscal year 2024 (July 1, 2023 through June 30, 2024) across three programs: Administration ($4,636,500), Community, Operations, and Program Services ($14,902,900), and Institutions ($38,756,700).

Authorizes the Department of Juvenile Corrections to maintain no more than 409.00 full-time equivalent positions during fiscal year 2024, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Appropriates an additional $4,100,000 from the General Fund for fiscal year 2023 (retroactively through June 30, 2023) specifically for youth assessment center trustee and benefit payments.

Reappropriates unexpended and unencumbered balances up to $4,100,000 from fiscal year 2023 for Youth Assessment Centers and up to $50,000 for cottage furniture and fixtures at the St. Anthony facility for nonrecurring expenditures in fiscal year 2024.

Requires all funds to be subject to accountability reports and management reviews per Idaho Code Section 67-702; declares an emergency with most provisions effective July 1, 2023, and Section 3 effective upon passage and approval.
