Appropriates $4,931,900 to the Office of the State Treasurer for fiscal year 2024 (July 1, 2023 through June 30, 2024) from multiple funds including General Fund ($1,622,100), State Treasurer LGIP Fund ($340,400), Professional Services Fund ($1,515,500), Idaho Millennium Income Fund ($80,000), and Abandoned Property Trust Fund ($1,373,900).

Authorizes no more than 28 full-time equivalent positions during the fiscal year period, with any increases requiring specific Governor authorization and notification to the Joint Finance-Appropriations Committee.

Limits bank service fee payments to no more than $406,600 from the General Fund and $221,700 from the Professional Services Fund for the fiscal year period.

Reappropriates any unexpended and unencumbered balances from the Idaho Workforce Housing Fund appropriated to the Office of the State Treasurer for fiscal year 2023, pending confirmation by the State Controller.

Declares an emergency and establishes an effective date of July 1, 2023.
