Establishes the 2018 International Energy Conservation Code as Idaho's state energy code effective July 1, 2022, as amended by the Idaho building code board and approved by the legislature.

Preempts local governments (cities, counties, special districts, and other entities) from adopting energy codes or energy-related requirements that differ from or are more extensive than the Idaho energy conservation code.

Exempts Chapter 1 of the 2018 International Energy Conservation Code from preemption with respect to administrative processes of local governmental entities.

Clarifies that the chapter applies retroactively to codes or amendments adopted by local jurisdictions prior to, on, or after July 1, 2022.

Declares an emergency, making the act effective upon passage and approval.
