Expands the definition of "authorized chartering entity" to include private, nonprofit, Idaho-based nonsectarian colleges or universities accredited by a nationally recognized accrediting agency, removing the requirement that they be accredited by the same organization that accredits Idaho public colleges and universities.

Clarifies that private colleges and universities must be accredited by a nationally recognized accrediting agency to qualify as authorized chartering entities for public charter schools.

Makes a technical correction to Section 33-5202A, Idaho Code regarding charter school definitions and authorized chartering entities.

Declares an emergency and makes the act effective on July 1, 2023.
