Establishes elections for seven State Board of Education members at the 2024 general election: three for two-year terms and four for four-year terms, with subsequent terms of four years each.

Divides the state into seven zones based on legislative districts, with candidates nominated and elected only by qualified electors within their respective zone.

Sets candidate qualifications requiring minimum age of 25, U.S. citizenship, and at least one year residency in a legislative district corresponding to the zone.

Allows candidates to qualify by paying a $100 filing fee or by filing a petition with 500 signatures from qualified electors within the proper zone.

Provides State Board of Education members with annual compensation of $12,000 plus reimbursement for travel expenses up to $150 per day, and establishes campaign contribution limits at $5,000 per election for candidates.

Effective July 1, 2023, with a special election process to fill any mid-term vacancies with more than half the term remaining.
