Amends Idaho Code Section 18-5601 to maintain existing penalties for interstate trafficking in prostitution: imprisonment of 2-20 years or fine of $1,000-$50,000, or both.

Repeals the old Section 18-5606 and creates a new Section 18-5606 establishing the crime of receiving proceeds of illegal sexual activity, punishable by up to 20 years imprisonment or up to $50,000 fine, or both.

Exempts from criminal liability the person providing sexual contact in exchange for proceeds, along with their minor children or legal dependents incapable of self-support.

Requires the attorney general to issue a report by January 1, 2024, assessing how existing state criminal laws protect or fail to protect human trafficking victims and recommending improvements.

Requires the department of health and welfare to issue a report by January 1, 2024, evaluating how existing social service programs respond to human trafficking victims' needs and their compatibility with federal victim service programs.
