Appropriates $34,363,600 to the Office of the Attorney General for fiscal year 2024 (July 1, 2023 - June 30, 2024) across three programs: State Legal Services ($30,013,000), Internet Crimes Against Children ($3,609,900), and Special Litigation ($740,700)

Authorizes a maximum of 231.00 full-time equivalent positions for the Office of the Attorney General during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification

Exempts the Office of the Attorney General from standard object and program transfer limitations, allowing unlimited transfers between object codes and programs, except transfers between different funds require legislative approval

Requires funds identified for specific purposes to be used only for those purposes and subjects all appropriated funds to accountability reports and management reviews under Idaho Code Section 67-702

Declares an emergency and makes the act effective July 1, 2023
