Appropriates $68,901,100 to the Department of Parks and Recreation for fiscal year 2024 (July 1, 2023 through June 30, 2024) across three programs: Management Services ($22,496,800), Park Operations ($27,524,300), and Capital Development ($18,880,000).

Authorizes the department to employ no more than 183.80 full-time equivalent positions during the fiscal year, with any increases requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Allows trustee and benefit payments from Management Services grants to be transferred to capital outlay in Capital Development or Park Operations programs to reflect awarded grants, while prohibiting transfers between different funds without explicit legislative approval.

Reappropriates any unexpended and unencumbered Capital Development Program balances from fiscal year 2023 for nonrecurring expenditures in the Capital Development Program during fiscal year 2024.

Declares an emergency and makes the act effective July 1, 2023.
