Appropriates $534,919,900 to the Department of Health and Welfare Division of Medicaid for fiscal year 2023 (July 1, 2022 - June 30, 2023) across five programs: Medicaid Administration, Coordinated Medicaid Plan, Enhanced Medicaid Plan, Basic Medicaid Plan, and Expansion Medicaid Plan.

Funding sources include Cooperative Welfare (General), Cooperative Welfare (Federal), Cooperative Welfare (Dedicated), and Hospital Assessment funds, with the largest allocations to Expansion Medicaid Plan ($223,461,000) and Enhanced Medicaid Plan ($165,998,900).

Reduces prior year appropriation from the Cooperative Welfare (General) Fund by $115,131,600 across three Medicaid plans: Coordinated ($3,422,600), Enhanced ($106,789,800), and Basic ($4,919,200).

Reduces prior year appropriation from the Cooperative Welfare (Federal) Fund for the Coordinated Medicaid Plan by $9,778,500 for trustee and benefit payments.

Declares an emergency, making the act effective upon passage and approval.
