Appropriates $79,797,900 to the Department of Health and Welfare for fiscal year 2024 (July 1, 2023 through June 30, 2024) across three divisions: Indirect Support Services ($53,174,100), Licensing and Certification ($8,539,900), and Independent Councils ($18,083,900)

Authorizes full-time equivalent positions: Indirect Support Services (262.60), Licensing and Certification (71.90), Developmental Disabilities Council (6.00), and Domestic Violence Council (6.00)

Requires monthly Medicaid tracking reports comparing appropriations to actual expenditures and forecasted expenditures, and biannual facility licensing and certification reports due by December 31, 2023 and June 30, 2024

Prohibits transfer of personnel costs funding from the three divisions to other expense classes during fiscal year 2024 and prohibits transfer of trustee and benefit payment funds to other expense classes

Effective July 1, 2023 as an emergency measure
