• Requires voters to provide proof of identity and residence when registering, with accepted forms including driver's licenses, passports, tribal IDs, concealed carry licenses, utility bills, bank statements, leases, property tax documents, and student enrollment papers.

• Eliminates the previous "proof of residence" only option for election day and early voting registration, now requiring both proof of identity and residence at all registration points.

• Repeals Section 34-416 regarding registration applications and consolidates voter registration requirements into Section 34-411.

• Creates a no-fee four-year identification card for individuals 18 and older who lack a current driver's license and need it for voter registration or voting purposes, with one free replacement.

• Effective date is July 1, 2023, with an emergency declaration included.
