Applies to countywide highway districts located in counties with populations exceeding 200,000 persons that have previously established such districts, effective January 1, 2024.

Divides affected counties into seven highway district commissioner subdistricts with population variation not exceeding 10% from smallest to largest, with no census blocks or incorporated cities divided except minimally to achieve population balance.

Requires commissioners to be electors of their represented subdistricts; prohibits county commissioners, mayors, and city council members from serving as highway district commissioners.

Establishes staggered election schedule: subdistricts 3-4 elected in 2024 for two-year terms, subdistricts 5-7 elected in 2024 for four-year terms, and subdistricts 1-2 elected in 2026 for four-year terms, with all subsequent elections for four-year terms.

Sets commissioner compensation at $1,200 maximum per calendar month, or $1,400 per month for the board president, with redistricting required after each federal decennial census by January 1 of the first even-numbered year following completion.
