Appropriates $5,642,200 to the Soil and Water Conservation Commission for fiscal year 2024 (July 1, 2023 through June 30, 2024) from General Fund, federal grants, and other sources for personnel costs, operating expenditures, capital outlay, and trustee and benefit payments.

Authorizes the Commission with no more than 18.75 full-time equivalent positions during the fiscal year 2024 period, unless specifically authorized by the Governor.

Distributes $300,000 equally among the fifty soil and water conservation districts in addition to amounts authorized under Section 22-2727, Idaho Code.

Appropriates $5,000,000 from the General Fund for fiscal year 2023 (July 1, 2022 through June 30, 2023) for the Water Quality Program for Agriculture to fund cost-share financing for soil and water conservation projects, water delivery and drainage rehabilitation projects, and agricultural best management practices.

Reappropriates any unexpended and unencumbered balances from the fiscal year 2023 Water Quality Program for Agriculture appropriation (up to $5,000,000) for nonrecurring expenditures during fiscal year 2024.
