Appropriates $102,963,100 to the Idaho State Police for fiscal year 2024 (July 1, 2023 through June 30, 2024) across multiple programs including Brand Inspection, Director's Office, Capitol Protective Services, Investigations, Patrol, Law Enforcement Programs, Support Services, Forensic Services, Peace Officer Standards and Training Academy, and Racing Commission.

Authorizes a maximum of 658.76 full-time equivalent positions for the Idaho State Police during fiscal year 2024, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Appropriates an additional $11,482,300 to the Idaho State Police for fiscal year 2023 (July 1, 2022 through June 30, 2023) for various divisions and the Peace Officer Standards and Training Academy.

Reappropriates unexpended balances from fiscal year 2023 totaling up to $18,404,100 for: RMS/CAD Replacement System ($7,947,200), Coronavirus Emergency Supplemental Funding ($550,000), replacement equipment and vehicles ($3,987,600), and fentanyl-related items ($5,919,300).

Declares an emergency, making Section 3 effective upon passage and approval, with remaining sections effective July 1, 2023; requires accountability reports and management reviews in accordance with Idaho Code Section 67-702.
