Transfers $150,000,000 from the General Fund to the Water Management Fund for large water projects including studies, water sustainability, surface water delivery system modernization, aging water infrastructure rehabilitation, and flood management.

Limits grants from large water project funds to no more than one-third of total appropriation and requires the Idaho Water Resource Board to use competitive, public-input-informed criteria prioritizing projects based on public benefits, including protection of existing water rights and hydropower value.

Transfers $92,000,000 from the General Fund to the Water Pollution Control Fund for drinking water and wastewater infrastructure grants for fiscal year 2023.

Appropriates $23,000,000 from the ARPA State Fiscal Recovery Fund to the Department of Environmental Quality for drinking water and wastewater infrastructure grants.

Transfers $2,000,000 to the Agricultural Best Management Practices Fund and $5,000,000 to the Confined Animal Feeding Operations Fund from the General Fund for fiscal year 2023, and declares an emergency effective upon passage and approval.
