Appropriates $29,491,500 to the State Liquor Division for fiscal year 2024 (July 1, 2023 - June 30, 2024), distributed as $19,595,900 for personnel costs, $4,868,900 for operating expenditures, and $5,026,700 for capital outlay.

Limits the State Liquor Division to a maximum of 261.00 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Requires the State Liquor Division to deliver monthly revenue tracking reports to the Legislative Services Office comparing forecasted revenues to actual revenues and updated forecasts for the next fiscal year.

Mandates that all funds be used only for their designated purposes and be subject to accountability reports and management reviews per Idaho Code Section 67-702.

Declares an emergency and makes the act effective July 1, 2023.
