Prohibits Idaho from implementing Medicaid expansion to persons under 65 years old with income at or below 133% of the federal poverty level unless eight specific conditions are met.

Requires work requirements of 20 hours or more per week for able-bodied adults, with exemptions for those under 19, over 64, medically unfit, pregnant, caring for young children, receiving unemployment compensation, or in treatment programs.

Mandates an enrollment cap limited to the lower of 50,000 persons or the total number of disabled and elderly Medicaid enrollees.

Requires the department to submit necessary state plan amendments or waiver requests within 90 days and terminate Medicaid expansion eligibility no later than July 1, 2024, if all conditions are not met by January 1, 2024.

Becomes effective January 1, 2024, and requires legislative review of fiscal and health impacts by January 31, 2023.
